Buhari’s Presidential Achievements: Infrastructure and Major Laws, 2015–2023

Nigeria’s Leaders Series | Elected President, 2015–2023

Muhammadu Buhari returned to national leadership through the 2015 election and served two civilian terms. This profile covers that presidency, separately from his military government of 1983–1985.

Major contributions

  • Petroleum Industry Act: The 2021 law provided a new legal framework for the oil and gas sector after years of debate. Its passage was a legislative milestone; the benefits depended on implementation.
  • Electoral Act 2022: Buhari signed updated electoral legislation ahead of the 2023 elections, introducing important changes to the legal framework governing elections.
  • Second Niger Bridge: His administration brought the main bridge project to completion and commissioning in 2023. The wider road connections and long project history should be distinguished from the bridge itself.
  • Youth political participation: The 2018 Not Too Young To Run constitutional amendment lowered age requirements for several elected offices.

Context and limitations

Major laws and infrastructure are measurable parts of the record, but they do not settle broader debates about public welfare. Insecurity, economic hardship and implementation gaps remained significant challenges. The State House sources below describe the administration’s own account and should be read as government reporting.
