Shehu Shagari became the first president of Nigeria’s Second Republic in October 1979. His administration pursued development programmes in industry, agriculture and housing during a period of falling oil revenues and mounting economic pressure.

Major contributions

  • Steel development: The Delta Steel complex at Aladja was commissioned in 1982. Work also continued at Ajaokuta, but the latter should not be described as a completed, fully productive steel industry under Shagari.
  • Housing investment: The federal government undertook a large housing programme intended to expand access to affordable homes. Delivery fell short of its ambitious targets.
  • Agricultural policy: The Green Revolution programme sought to increase domestic food production through public investment and support for agriculture. Its objectives were broader than the results achieved.

Context and limitations

These initiatives show the administration’s development priorities, but spending and announcements are not equivalent to successful outcomes. Economic deterioration, concerns about corruption and controversy over the 1983 elections weakened the Second Republic. A military coup removed Shagari on 31 December 1983.
