Obasanjo’s Military-Era Achievements: Education and the 1979 Civilian Handover
Nigeria’s Leaders Series | Military Head of State, 1976–1979

Olusegun Obasanjo succeeded Murtala Muhammed in February 1976. This profile covers his military administration, separately from his elected presidency of 1999–2007.
Major contributions
- Completing the transition: His government carried forward the programme begun under Muhammed and handed power to elected President Shehu Shagari on 1 October 1979.
- A new constitutional framework: The transition introduced the 1979 Constitution and a presidential system for the Second Republic.
- Universal Primary Education: The national UPE programme was launched in September 1976, expanding the effort to make primary schooling widely available. Planning had begun under the preceding governments.
Context and limitations
The civilian handover was a major milestone in a period dominated by military rule. Education expansion, however, placed heavy demands on classrooms, teacher supply and public finance; launching a universal programme did not mean every child immediately received adequate schooling.
This administration itself remained unelected. Its record should therefore distinguish the eventual transfer of power from the nature of military government before that transfer.
